Association Health Plans Explained

APH’s, or Association Health Plans are being pushed into the spotlight by congress. Small businesses may find a viable way to save money on group health insurance place while the opposition is not as excited on the prospects.

An AHP is similar to a group plan for entrepreneurs and business owners who need group plans for their employees, forming an association of business owners in need of group plans. AHPs are formed to pass savings down to small business owners by banding them together under a larger group policy which then can issue group policies to individuals.

Unfortunately, AHPs are currently bound by the state of California insurance regulations, unlike the union and corporate counterparts, hampering the AHPs and making it difficult to pass along the savings that were intended for small businesses.

The Small Business Health Fairness Act is currently trying to change this ruling by removing regulations for AHPs, however they are strongly opposed due to the possibility of rising health care costs and premiums for small businesses and their employees. Medical associations are trying to look out for the employees because removal of these regulations may cause a gouging effect by forcing consumers to pay higher premiums while catering only to the low-risk market and allowing affordable health care for small businesses to vanish.

If the regulations are removed, many business owners expect to save up to 30% on their premiums. Past members report that instead of saving money, higher premiums for less coverage have been the norm and the plans were modified or canceled with little to no advanced notice.

AHPs have remained out of the insurance office because companies are better off without the added expense of offering these plans due to the unstable market. AHPs are mainly directed towards small businesses with less than 20 people and de-regulation might offer the chance for a company to stay competitive if one of the employees becomes seriously ill.
